is it required to wear orange to dcms/key club events?

Not exactly required but it is preferred.
That's why you buy the division shirt

divy shirts are out of print.

you don't have to wear orange for every event.. but it's preferred.. especially at divisional events.

some events we REQUIRE it, but that's only a few.

when or where can we buy the new orange goldfish shirts, or the sweaters.

When you say sweater, do you mean the OG hoodies?
Those aren't available anymore, sorry.
New division shirts won't be sold until next year.
Although I'm not sure about the capes, maybe they are still sold.
